Homeless Housing, Assistance and Prevention Grant Program (HHAP):

The HHAP funding is a block grant program designed to provide jurisdictions with one-time grant funds to support regional coordination and expand or develop local capacity to address their immediate homelessness challenges. Spending must be informed by a best-practices framework focused on moving homeless individuals and families into permanent housing and supporting the efforts of those individuals and families to maintain their permanent housing.

HHAP State Funding and Grant Program Timeline

April 30, 2021: HHAP Letter of Interest from HEAP subrecipients only
May 13, 2021: HHAP Letter of Commitment – 18 awards, 4 are youth-specific
June 1, 2021-June 30, 2022: HHAP Contract period
June 30, 2021: HHAP Office Hours
August 1, 2021: In progress: HHAP Contracts Executed

HHAP Round 1: Approx. $10.7M – 5-Year Grant Period (ends June 30, 2025)

HHAP-1:

One-time funds to provide local jurisdictions with funds to support regional coordination and expand or develop local capacity to address their immediate homelessness challenges.
Statutorily, funds must be fully expended by June 30, 2025.
Does not require a shelter declaration, but did require demonstration of partnership and collaboration with the County and the City (if a large City, which San Diego is).

HHAP Round 2: Approx. $5.1M – 5-Year Grant Period (ends June 30, 2026)

HHAP-2

One-time funds to build on regional coordination developed through previous rounds of HCFC funding-HEAP, HHAP, and COVID-19 Emergency funding.
Statutorily, funds must be fully expended by June 30, 2026
HHAP awards have been made and awarded 17 contracts, will be receiving around $3.1M.
Client Flex funds were taken out of the contracts and will be using the RTFH Resolution Strategies. This will allow more providers to access funding and ensure funding is proportional to need. The amount requested by HEAP grantees exceeded the amount of HHAP funding made available in this first round of funding.
HHAP Round 1 and 2 will be combined to be spent over a 3-year period currently targeted for July 1, 2022-June 30, 2025 – this time frame can be adjusted as needed and allows us to act if there is an immediate need as well.

HHAP Round 3: Approx. $13.7M – 5-Year Grant Period (ends June 30, 2026)

HHAP-3:

HHAP Eligible Uses

1. Rapid rehousing, including rental subsidies and incentives to landlords, such as security deposits and holding fees.

2. Operating subsidies in new and existing affordable or supportive housing units, emergency shelters, non-congregant shelters, interim or bridge housing, and navigation centers.

3. Street outreach to assist persons experiencing homelessness to access permanent housing and services.

4. Services coordination, which may include access to workforce, education, and training programs, or other services needed to promote housing stability in supportive housing.

5. Systems support for activities necessary to create regional partnerships and maintain a homeless services and housing delivery system, particularly for vulnerable populations including families and homeless youth.

6. Delivery of permanent housing and innovative solutions, such as hotel and motel conversions.

7. Prevention and shelter diversion including crisis resolution, mediation and conflict resolution, creative problem solving, connection to mainstream resources, and light-touch financial assistance that directly results in a housing solution.

8. New navigation centers and emergency shelters, with clients obtaining housing as the primary goal, based on demonstrated need.
